The Largest US Government Crypto Enforcement Resolutions
US agencies have resolved crypto cases with orders, pleas and settlements worth billions of dollars. This ranks eleven large resolutions by the amount the agency’s own release states, and labels what each amount is: restitution, forfeiture, a fine, or a judgment that is suspended.

The Largest US Government Crypto Enforcement Resolutions, data as of 2026-10-24
Amount stated = the largest total the agency’s own release gives for that resolution, as written. The amounts are not like for like: some are money to be paid, some are orders or judgments whose collection depends on bankruptcy proceedings (FTX, Terraform), one is suspended (Celsius) and one is an individual’s forfeiture (Bankman-Fried). The Binance row is the Justice Department’s total; the other agencies’ Binance actions the same day overlap with it and are described in its entry. Valuations of seized bitcoin, such as the roughly 127,271 BTC in the October 2025 Prince Group forfeiture complaint, are not resolutions and are not ranked; see the largest US government bitcoin seizures. DOJ release text was read through the Justice Department’s own press-release data feed. Not a complete list.
The top 8
US enforcement of crypto spans several agencies: the Justice Department (DOJ) brings criminal cases, the Commodity Futures Trading Commission (CFTC) and the Securities and Exchange Commission (SEC) bring civil ones, the Federal Trade Commission (FTC) handles consumer protection, and Treasury’s FinCEN and OFAC enforce money-laundering and sanctions rules. The entries quote each release.
#1
FTX Trading and Alameda Research CFTC, Aug 8, 2024
$12.7 billion
“The order requires FTX to pay $8.7 billion in restitution and $4 billion in disgorgement,” and the release says the CFTC will rank its claims behind victims in the bankruptcy and does not seek a civil penalty.1
#2
Samuel Bankman-Fried (FTX) DOJ, Mar 28, 2024
$11 billion
He was “sentenced today to 25 years in prison, three years of supervised release, and ordered to pay $11 billion in forfeiture.” This is an individual’s forfeiture order, not a company settlement.2
#3
Celsius Network FTC, Jul 13, 2023
$4.7 billion
“The companies also agreed to a judgment of $4.7 billion, which will be suspended to permit Celsius to return its remaining assets to consumers in bankruptcy proceedings.” The amount is suspended, not money to be paid.3
#4
Terraform Labs and Do Kwon SEC, Jun 13, 2024
more than $4.5 billion
“Terraform Labs PTE, Ltd. and Do Kwon agreed to pay more than $4.5 billion.” The amount is shared between two defendants and was settled in the bankruptcy.4
#5
Binance and Changpeng Zhao DOJ (with FinCEN, OFAC, CFTC), Nov 21, 2023

“Binance has agreed to forfeit $2,510,650,588 and to pay a criminal fine of $1,805,475,575 for a total financial penalty of $4,316,126,163.” The same day Treasury announced a FinCEN penalty of $3.4 billion and an OFAC penalty of $968 million, and the CFTC $2.85 billion; DOJ says it will credit about $1.8 billion toward those resolutions, so the amounts overlap and are not added here.5
#6
OKX (Aux Cayes Fintech) DOJ, Feb 24, 2025
more than $504 million
“OKX agreed to pay monetary penalties totaling more than $504 million,” made up of a criminal forfeiture of $420.3 million and a criminal fine of about $84.4 million.6

$125,035,150
The SEC’s August 7, 2025 release announcing the end of both appeals describes “a final judgment by the district court that imposed a $125,035,150 civil penalty against Ripple.” The release announces the dismissals, not the judgment itself.8
