Documents = Federal Register documents (rules, proposed rules, notices and presidential documents) whose full text contains “bitcoin”, by publication year.1 From the SEC = documents listing the Securities and Exchange Commission as an agency, alone or jointly. Years with equal counts share a rank. A mention can be incidental, such as the name of a fund or a list of examples, so the count measures how often the word appears in federal notices, not how much agencies have regulated bitcoin. Observed facts, not a forecast.

The top 8

Most of the documents are SEC notices. Of the 734 documents, 670 are notices about filings by self-regulatory organizations, the stock exchanges and similar bodies that file rule changes with the SEC, and 406 of those have “bitcoin” in the title; many concern listing or trading options on bitcoin exchange-traded funds.1 Other agencies, such as the Commodity Futures Trading Commission (CFTC) and the Treasury Department’s Financial Crimes Enforcement Network (FinCEN), appear much less often. For FinCEN’s crypto-specific actions, see FinCEN’s crypto rulemakings and orders; for the ETF approval timeline, how spot bitcoin ETFs got approved.
